Public Procurement Bulletin
The European Union rules on procurement seek to ensure that purchasing by public sector and utility bodies is transparent, non-discriminatory and open to competition from suppliers from all Member States. They apply, in various forms (subject to numerous exceptions and limitations) to works, supplies and services contracts awarded by central and local government entities, and by utilities in the water, energy, transport and telecommunications sectors.
Lovells has considerable experience advising contract awarding entities and bidders, as well as investors and banks, on the application of the European Union procurement rules in both the "public" and "utilities" sectors. We also represent such companies in disputes before both national courts and European courts in any contacts with the European Commission or relevant national agencies.
