The European Union rules on procurement seek to ensure that purchasing by public sector and utility bodies is transparent, non-discriminatory and open to competition from suppliers from all Member States. They apply, in various forms (subject to numerous exceptions and limitations) to works, supplies and services contracts awarded by central and local government entities, and by utilities in the water, energy, transport and telecommunications sectors.
